Former Skyrim Designer Explains Starfield's Development Struggles

Kurt Kuhlmann who worked as a designer in Skyrim at Bethesda Game Studios explains how Starfield faced development difficulties. Kuhlmann studied the game to determine that its design aspects failed to create a coherent gameplay experience.

How Studio Growth Impacted Creative Control

The studio's growth affects its artistic development through its expansion activities. The studio's growth created management challenges for Bethesda, which resulted in multiple new departments that established their own command structures. Studio head Todd Howard lost creative control because of this growing organizational structure according to his assessment.

The developer explained that with multiple layers of managers not directly involved in the creative process important details were lost and production faced delays. The structure represented a major transformation from the working environment he experienced during his time on Skyrim.

A Shift from Skyrim’s Direct Development Model

Kuhlmann explained that he worked directly on Skyrim as the game's director. The setup back then allowed me to address my people directly who worked on all quests according to Kuhlmann. All development work on Starfield began after everything changed in the way things operated at that time according to Kuhlmann. Todd Howard took charge as the creative director while he maintained his position as studio head together with his role as producer.

Management Layers Led to Delays and Confusion

Kuhlmann explained that team members encountered obstacles because different studio heads provided them with contradictory information which created a situation where their decisions could not progress. He explained that key decisions required Howard's participation but his multiple responsibilities made him inaccessible at times.

Kuhlmann explained that studio heads provided answers to their questions but when they approached other heads, they received different information. Kuhlmann explained that decisions were not completed on their expected time. He is a good head, but when his [responsibilities as a big studio head distracted him from game design], he detached himself from the game, and it had a negative impact on the game.

The Core Issue and Final Reception

Kuhlmann points to his responsibility for managing a large project as the main reason Starfield failed to meet its expectations.
