The existing staff of about 400 people will continue their work on Escape from Tarkov but the new project requires support from different staff members. Buyanov confirmed that Rant Gaming handles 98 percent of the work on Fragmentary Order. The new studio employs 130 specialists who are responsible for creating a different production speed. The primary reason for establishing this new team and faster development process emerged because staff members wanted to escape from the creative halt which resulted from working on one game for ten years.

Fragmentary Order functions as a combat simulator which to its core nature becomes more combat focused instead of taking on fantastical elements. The upcoming technology and protective gear and ballistic systems have been created to function like believable advancements that will occur in the near future. The developers aim to create an experience which allows players to feel that they are witnessing events which might happen in the future time period of their creating.

The core experience of the game requires players to navigate specific systems while collecting assets which help them achieve financial growth. The player experience includes significant content which comes from extensive lore and the environmental storytelling throughout the game. The project has reached a significant milestone after eighteen months of labor. The project consists of six months of preproduction work which leads to one year of active construction.
