This structural change is motivated by European Union data privacy legislation, specifically the General Data Protection Regulation. Under these rules, corporations cannot hold the personal data of natural persons for an arbitrarily long period without a justifiable reason. To satisfy these principles, Sony will delete inactive profiles from the PlayStation Network database, even if those profiles contain paid content.

The reformulated agreement sets up a definitive warning period prior to permanent action. As outlined in Section 21 of the official PlayStation Terms of Service, the warning sequence follows a specific timeline:

If you have not used your Account for at least 36 months we may take steps to close it. In that case, we will contact you via the email address registered to your Account and give you 6 months to either log in to your Account or contact us and tell us to keep your Account open.

This period signifies the last chance for an individual to have their profile saved. Because this is the final 6 month warning period, a login to the network or an official preservation request will reset the inactivity timer. If no action is taken within the allocated time, the account will be deleted and access to PlayStation Network services will cease.

The most heated debate involves paid licenses. Unlike physical media, digital purchases are strictly tied to the network profile. The new terms are clearer than ever when stating that closing an account will delete associated files completely.

Documentation confirms that the termination procedure is irreversible once the database is wiped to satisfy European data protection laws. Customer support will not be able to recover the profile, games, downloadable content packs, or saved game files. This underlines the increasing consumer weakness in the digital age, where compliance with regulations can outweigh the long term digital ownership of the end user.
