Arti_IOI, a verified developer on reddit, has verified that there will be no preload on Steam or Xbox as users on both these platforms will need to wait until the official launch time to be able to download the installer.
Of all the 3 launch platforms for 007 First Light only one of them has an early download feature. The above mentioned issue is not due to some sort of platform privilege, according to the developer update it is merely the strict Sony guidelines which users have to adhere to when publishing on the digital PlayStation storefront. The files are made available on PlayStation hardware only to fulfil those requirements.

With there being nopreloadoption on Steam and Xbox there will be a delay before users on these platforms will be able to get into the game. Depending on the size of 007 First Light, players with slow internet connections will be spending considerable amounts of time downloading the file right at the same moment every one else is as well potentially overwhelming the servers with requests.
